UK Councils Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

Based on a new poll of municipal councils, UK councils are preparing to sell community centers, sports centres, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

A coalition of councils for major urban areas in England stated that six out of ten of councils are planning to sell assets to cover the rising costs of social services for vulnerable individuals.

Councils have in the past faced criticism for disposing of playing fields and open spaces to support their finances, but they argue they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

This coalition said that a significant number of authorities attempting to raise money from a quick sale of holdings marked “a clear change from 2024, when the majority (60%) of municipal officials stated they would focus on restructuring services and using financial reserves to manage growing fiscal pressures.”

Specific Cases of Planned Sales

One local authority in southeast England announced its property management strategy featured the sale of a retail complex in a local town and a social club in Rochester to raise £20m over five years.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all generate rent for the authority, will also be sold under the plan.

Council Tax Increases and Broader Financial Pressures

This research of local authorities in the coalition, which covers several urban centers, also found that over seven in ten of authorities will need to increase council taxes next April to cover the rising cost of essential services, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council explained it will press ahead with property disposals after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting creative strategies but some of these require time to deliver both improved services and cost efficiency,” stated Vince Maple.

He continued: “There are population challenges which will continue to add to the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Trends and Forecasts

A survey of county councils recently also found council budgets being stretched by the growing number of young people and older individuals requiring Send support.

The County Councils Network projected that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Government officials have put off planned reforms to the special educational needs framework until the coming year after a policy document setting out those reforms has been postponed.

Disadvantage and Financial Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, many key cities members were included in the most deprived in England.

  • “Participating urban centers like several major towns rank in the top 30 nationally under the 2025 deprivation indices,” noted the study.

“While only a single urban area is among the top 10 for deprived neighbourhoods nationally, cities are far more likely to be in the most deprived fifth of England. The figures highlights the scale of difficulties facing municipal officials across major urban centers in the coming year,” the analysis concluded.

“Local government leaders have been clear about the need for a fair and sustainable funding system that accounts for and addresses the actual extent of disadvantage and need,” said a council leader.

“Lacking this, local authorities will persist to face impossible choices around which essential services to fund, and which to reduce, to the detriment of their communities.”

A fifth of councils have cut or compromised social care provision in the past 12 months, the survey revealed.
